Student Drug Testing Implimentation
From Doug McVay
Common Sense for Drug Policy- Washington DC
Good Afternoon All,
The email I'm forwarding is the latest promo piece for the urine
testing
conference coming up later this month here in DC, FYI. This one
features
their keynote speaker, Rep. John Peterson of Pennsylvania's Fifth
District. According to DATIA:
>>>"Rep. Peterson is a member
of the Speaker's Task Force for a Drug
Free America, and is currently involved in funding initiatives
to help
support student drug testing. Rep. Peterson is a long-time advocate
of
student drug testing and his efforts and commitment have substantially
impacted student drug testing and prevention and treatment initiatives
for children and young adults."<<<
How long he's been an advocate of these policies
I can't say, however I
do know that at least according to one of his news releases, Peterson
is
credited with partial responsibility for the provision in the
education
bill Bush signed at the beginning of the year which
>>>"authorizes school districts to use money currently
received through
the Safe and Drug-Free Schools program to test for illegal drug
use or
inspect for weapons, illegal drugs or drug paraphernalia in students'
lockers. In 2002, more than $427 million from the program will
be
allocated to states, who will in turn distribute the money to
local
schools for anti-drug efforts. The bill leaves it up to local
schools
to decide what policies to use for implementing student drug testing,
stipulating only that the policy must not violate the constitution."<<<

One other note: Congressman Peterson is a
member of the Treasury and
Postal Operations Subcommittee of the House Appropriations Committee,
the subcommittee which oversees ONDCP and which recently held
a hearing
on the anti-drug ad campaign.

Have a great evening,
Doug

Why Attend DATIA's Workshop on Implementing
a Student Drug Testing Program?
Recently, the U.S. Supreme Court determined
it is constitutional for schools to
subject extracurricular participants to mandatory, suspicionless
drug tests. Is
your organization prepared to implement a student drug and alcohol
testing program
effectively? DATIA's upcoming workshop will provide you with the
tools you need to
develop and maintain an effective student drug and alcohol testing
program.
